In this Patch Update V4.5, the game drops another DPS simulacra inside the game, and with the Patch Announcement, there is no specific point about the Simulacras Nerf or Buff. So, this current Meta Tier List won't change much, especially the New Healer team comp is still popular in this V4.5.

These are all the Characters that can be counted as the Most Powerful & Useful simulacra that can build a strong team comp with a lot of potential in the fight with their Massive AoE damage, shatter, healing, shielding, damage buffs, and quick weapon charge. Somehow they are a great choice for investing in A6 to make them even stronger in the fight.
Asurada, Anka, Claudia Stormeye, Roslyn, Nan Yin, Meryl Ironheart, and Nola are the Top Tier DPS & SUB DPS characters that can deal tons of output damage.
Meryl Ironhert, Asuka & Huang (Mimi) are still dominate in the Top Tier Tank DPS characters. Even though these characters are in Tank Role with the correct build we can use them as the Main DPS characters in your team comp.
Brevey & Gray Fox are the new Top Tier Healers in this current meta. While Gray Fox is now the new Crown healer in this Mid-Patch update. Moreover, Gray Fox can be used as the Main DPS character in Full Healer Team Comp.
