Touge and Street Rivals is a task lists that you need to complete in Discover Japan in order to unlock Nismo GT-R ‘24 and contribute to Discover Japan points as a whole.
To track your progress go to: Main menu > Collection Journal > Discover Japan > Touge & Street Rivals.
For Street Racing rivals, simply drive to any street racing poi (point of interest) and click start, it will ask you to either do Street Race, Custom Race, or Rivals, select rivals and you should be able to start the match.
For Touge on the other hand, it requires an extra step, go to: Main Menu > Online > Rivals > Horizon Rivals > Touge.
From here you should be able to select any touge that you want to set your rivals points, run a clean lap with good time and the task should be unlocked for you.
My recommendation is to complete all the Touge first then fast travel to any of the Street racing to complete it rivals as well, you can also find Street racing rivals inside the same hub that you go into Touge as well.
