Building this item is depend on your hero, if your hero need Health and Physical defense first you can get Frigid Charge. However if you want both Physical and Magical defense first you can get Pearl of Origin.

Passive - Ice Armor
When affected by hard crowd control effects other than suppression, grants a shield that negates (12% Health) damage for 5 seconds.
This passive has 15 seconds cooldown.
Active - Impact
Freezes enemies within a range of 600 for 0.5 seconds, deals 20-200 magical damage to them , and slows them by 90% for 1 seconds. If the target's Movement Speed or Attack Speed was already reduced, it is frozen for an extra 0.5 seconds.
This item has 90 seconds cooldown after activate.
