The SH1900 deals highest damage potential out of all Light weapons, it is a very powerful close-range weapon, but it useless in mid and long-range due to its extremely high spread. Check out Best Light Build here.
The double-barrel shotgun works well when you play aggressively or try to hold objectives. You can combine it with the Cloaking Device, which grants you the ability to turn invisible during combat and allow you to get close to your enemies.
