Use the Ghostlight market teleport stone to reach it, wear a ghost mask, and walk forward until you see the big face mask gate.
You will reach the Netherplace store before you reach the Antique Bookstore, so if you pass the antique bookstore you need to make your way back down.
Before you reach the big face mask gate, look to your left, and you will see a two story house, and that is the Netherplace.
