Stagasus Evolve
First of all you need a Lotus Horsedeer. Lotus Horsedeer is easy to find you can use basic grade Catcher or higher to capture them, you must have your Lotus Horsedeer devour special strange beasts to obtain certain body parts.
Snopine
You need your Lotus Horsedeer to devour with Snopine when devour successful the game will give you option to replace the body parts, you need to obtain Snopine Tail.
Snopine Can be found in Mount Terra:
Note: You need Common Grade or higher Catcher to catch Snopine.
After obtain certain body parts of special strange beasts, you need Stagasus Evol Pill to evolve Stagasus. There are two ways to obtain the pill, you can purchase it for 1,880 Amber at the shop or you can craft it using Elixir Maker II.
Materials to craft Stagasus Pill:
 Noble Beast Soul x8 |  Chimeraland Beast Hide x8 |
 Magnificent Horn x8 |  Violet Cloud Dew x8 |
Once you have Stagasus Pill go to Spirit Witch Trahaern, she can be found at Draco River talk to the Spirit Witch Trahaern to obtain your Stagasus.
Note: Stagasus after evovle doesn't has wings, if you want your Stagasus to have wings devour with white condor to obtain the wings ( White Condor also can be found in Mount Terra ).
